La sección Servicios de respuesta ante catástrofes detalla los servicios especializados disponibles en el hemisferio occidental para hacer frente a diversas situaciones de catástrofe. Desde los equipos de respuesta rápida hasta las unidades de apoyo logístico, este segmento ofrece una visión global de las herramientas y los talentos de que disponemos colectivamente.

The available fleet is extensive. Depending on the magnitude of the emergency, local, provincial, and/or national transportation resources can be mobilized. Federal law enforcement agencies (National Gendarmerie, Naval Prefecture, Federal Police, Airport Security Police), as well as the Army, can make their transportation resources available. Assistance is also provided by the national system of volunteer firefighters, the national wildfire management system, and the national civil protection agency, among others.

The Web Portal of the National Emergency Alert and Monitoring System (SINAME) is a technological tool that allows for the input, visualization, and monitoring of both daily adverse events occurring in the national territory and various threats to which the population is exposed. The portal consists of two distinct sections: a dashboard for registering and tracking daily adverse events and a dashboard for monitoring potential threats from various sources that may impact the population. Its primary function is to provide georeferenced information that serves as support for decision-making and the design of public policies in the field of comprehensive risk management and civil protection.

Users of the portal can include organizations and agencies that are part of the National System for Comprehensive Risk Management and Civil Protection (SINAGIR) – Law No. 27,287, such as government agencies, scientific and technical organizations, entities from the National Volunteer Firefighters System – Law No. 25,054, civil protection or civil defense units, civil associations, Federal Forces, and more. Access to the SINAME Web Portal is granted through the assignment of a username and password.

Early warning systems from various scientific and technical organizations (INTA – National Institute of Agricultural Technology; SEGEMAR – Argentine Geological and Mining Survey; SHN – Naval Hydrographic Service; INA – National Water Institute; CATAMP – Chamber of Motor Transport of Goods and Hazardous Waste; SMN – National Meteorological Service; INPRES – National Institute for Seismic Prevention, among others).

Inteligencia y distribución de Información

The data and information upload to the SINAME Web Portal will be structured into two components:

Threat Monitoring Dashboard, managed by the technical personnel of the Directorate for Disaster Risk Reduction Analysis.
Daily Events Dashboard, overseen by SINAME Monitoring Room Operators.

The frequency of data upload can vary, based on demand, and can be daily, weekly, or monthly, depending on the specific product. These products will be uploaded using either an automatic update geoservice or through manual entry by the staff of the Directorate for Disaster Risk Reduction Analysis. The methods used for data updating will be dynamic, validated, and continuous.

If new sources of information, in the appropriate formats, are created or become known from official agencies and are related to threat monitoring, they can be incorporated into the portal.

Executive reports are distributed within the Subsecretariat of Risk Management and Civil Protection. Complete reports are distributed within the Subsecretariat of Risk Management and Civil Protection and to the authorities responsible for Risk Management and Civil Protection/Defense in the 24 jurisdictions of the country (The Argentine Republic is a federal state composed of 23 provinces and an Autonomous City).

Provincial and municipal civil protection/defense agencies.
Data prepared by the analysis team of the National Directorate for Disaster Risk Prevention and Reduction.
The National Fire Management System.
The National Volunteer Firefighters System.

The Methodology for Disaster Assessment developed by the Economic Commission for Latin America and the Caribbean (ECLAC) follows a multisectoral approach for estimating the effects and impacts of a disaster. This methodology takes into account three main sectors: social, infrastructure, and productive. Additionally, these sectors are analyzed through specific subsectors.
