THE CHALLENGE

Preliminary data from the GEF Independent Evaluation
Office (GEFIEO) indicates that at least 60% of stakeholders
who participate in current activities under the CSP, get to
better understand the GEF and its day-to-day management.
Yet, the over 20 years of experience of the OAS as an
international executing agency of the GEF reveals that there
is a need for building capacity of National Executing
Agencies, many of which are not GEF focal points, but are
responsible not only for the execution of GEF projects but
for national policies and strategies.

THE PROPOSAL

Implement a mentorship approach that capitalizes on the
knowledge and experience of the region of more than 2
decades of OAS-GEF Partnership. The OAS will provide policy
coherence across sectors to lead an integrated approach
through well-established ministerial processes that include 12
meetings of Ministers and high-level authorities for dialogue
and consensus building on a range of development issues in the
region. This will enhance country drivenness and sustainability
of the outputs and outcomes of GEF for environmental global
benefits
